Professor Albert Lee is Professor (Clinical) of the School of Public Health and Primary Care and also Founding Director of the Centre for Health Education and Health Promotion of the School of Public Health and Primary Care of the Chinese University of Hong Kong (CUHK) and also Professor by courtesy appointment in the Department of Physical Education and Sport Science of Faculty of Education, CUHK. He was Head of Family Medicine Academic Discipline from 2002-07. He holds Honorary Consultant appointment in Family Medicine of New Territories East (since 2002) and Kwong Wah Hospital (since 1999). He is Adjunct Professor at the Department of Applied Health Science of Indiana University, USA; Griffiths University Centre for Environmental and Population Health, Australia; and Department of Rehabilitation Science, Hong Kong Polytechnic University. He is Visiting Professor at the Centre for International Health Development Research Centre of University of Brighton, UK.
He graduated as medical doctor (MB BS) from the University of London (UCL-Middlesex) in 1984 with various awards and merit certificates. He pursued postgraduate studies in Child Health at Royal College of Physicians and Surgeons in Ireland (DCH), Master of Public Health (MPH) and Higher Research Doctorate degree in Medicine (MD) at the Chinese University of Hong Kong. His Professional qualifications include: Fellows of the Royal College of Physicians of Ireland (FRCP), Royal Australian College of General Practitioners (FRACGP), Faculty of Public Health of Royal College of Physicians of United Kingdom (FFPH), Hong Kong Academy of Medicine (Family Medicine) (FHKAM-Fam Med), and Hong Kong College of Family Physicians (FHKCFP).
His clinical specialty is Family Medicine with special interest in Public Health and Health Promotion. His main research areas are:
- Health Promotion and Disease Prevention with particular focus on promotion of child and adolescent health through school setting linking to community and primary health care, development of health profile for different settings such as Healthy School, Healthy City, evaluation of health promotion effectiveness, health risk behaviours and determinants of health, translating the Health Promoting School framework into practice to tackle emerging health issues
- Community Based Care for chronic illness with particular focus on diabetes mellitus, hypertension, COPD, asthma, musculoskeletal problems, overweight/obesity
- Education development for professionals in the field of Family Medicine, Primary Health Care, Health Promotion
- Community based medical education
He has published over 170 articles in peer reviewed journals and has been invited as key speaker (over 100 invited presentations) in many international conferences/workshops/special lectures in Australia, Britain, Canada, Japan, Korea, Macao, Mainland China, Malaysia, Philippine, Singapore, Taiwan, U.S.A., WHO (HQ and Regional). He contributed many book chapters of textbooks and Editor of many books in Family Medicine and Health Promoting Schools published by leading publishers (Springer, Oxford University Press, Elsevier, Radcliff, CMP Medica, Chinese University Press, City University Press). He has been successful in obtaining research grants over HK$90 million (US1 ~ HK$7.8). He first pioneered the concept of Health Promoting Schools in Hong Kong to promote child and adolescent health and health of the community. His framework for development and evaluation of Health Promoting School has been widely cited in many articles (one paper published in Health Promotion International is top 50 cited articles of the journal), reports and dissertation worldwide, and adopted by many neighbouring countries (Macao, Mainland China, Taiwan, Korea, Indonesia, Japan, Laos). The work in community health is well recognized by the World Health Organization (WHO) and he has been invited to serve as WHO temporary advisor on many occasions on school health, healthy city and health promotion, and professional leadership training on health promotion. He has been appointed by WHO Regional Office to conduct consultancy studies for other Asian and Pacific countries on school health and revision of Guidelines on Health Promoting School. He is the Lead author of a thematic paper for the Knowledge Network on Urban Settings of WHO Commission on the Social Determinants of Health on “Improving Health and Building Human Capital through an effective primary care system and Healthy Setting approach” in 2006 by WHO Kolbe Centre for Health Development, and “Community response to Flu pandemic in municipal setting” in 2009 by WHO/HQ. He also participated in WHO Forum and Technical meeting in Geneva for Obesity Prevention as speaker and Rapporteur for the group focusing on ‘Supportive School Environment for prevention of obesity’ in 2009. He is also member of Scientific Advisory Council of International Obesity Task Force (IOTF) from 2010.
His expertise in Family Medicine and Health Promotion is also widely recognized by many academic institutions and professional organizations by serving as external examiner, external assessor, external reviewer and programme developer as he is pioneer in developing academic programmes in those fields. He served as External Examiner for University Sains Malaysia Master of Family Medicine programme (Exit Examination for Specialist in Family Medicine). He served as external PhD examiner for Deakin University and Hong Kong Polytechnic University. He was external assessor for National University of Singapore, University Sains Malaysia, and of College of Medicine & Health Sciences of Sultan Qaboos, Sultanate of Oman for staff advancement to Associate Professor of Family Medicine, University of Rochester for staff tenure of Professor of Family Medicine, and Indiana University for staff advancement to clinical professor. He is external reviewer for postgraduate programmes in Primary Care (Hong Kong Polytechnic University) and Health Promotion (University of Brighton, UK). He has served as grant reviewer for Medical Research Council in UK, New Zealand Research Council, and Hong Kong Research Grant Council.
He started the first Master Degree programmes in Family Medicine and Health Education and Health Promotion in Hong Kong. He was commissioned by Macao Federation of Medical Societies and Macao Doctors’ Union through funding from Macao Government (no medical school in Macao) to develop first Diploma prorgramme in Family Medicine and structured Continuing Medical Education programme in Macao respectively. He was also commissioned by Macao Government to produce manual guidelines for school doctors. He has been examiner of Conjoint Fellowship examination of Royal Australian College of General Practitioners and Hong Kong College of Family Physicians since 1994 and co-ordinator for Modified Essay Question (1996-98). He was the Chairman of Organizing Committee of the International Conference on Promoting Chronic Care: Towards a Community-based Chronic Care Model for Asia in 2010 officiated by WHO/WPRO Regional Director. He was the founding Steering Committee Member of Alliance for Healthy Cities (2004-10) and Chair of the Healthy City Award Committee. He developed the ‘SPIRIT” framework to evaluate cities for Healthy City Award by the Alliance for Healthy Cities. He has conducted community diagnosis of 10 districts in Hong Kong (total 18 districts) commissioned by District Councils so each district has her own city health profile to reflect the health needs and challenges of the district.
He is member of Editorial Board of Health Promotion International (from 2004). He is member of BMJPRIM-L mailing list (British Medical Journal editorial advisers for primary care). He is journal reviewers for many leading international journals. He has been involved with statutory Government bodies. He was member of Curriculum Development Council (CDC) (2003-09) and Community Inclusive Investment Fund Committee of Hong Kong Government (2008-). He has served as Chairman of Hong Kong CDC and Examination and Assessment Authority Committee on New Senior Secondary subject: Health Management and Social Care (2004-). He is member of Hong Kong Beat Drug Fund Association and also the Governing Committee (Fund of HK$3 billion~US$400 million) from 2010. He has been appointed by Chief Justice in Hong Kong to serve on Solicitors Disciplinary Panel (2010-12). He is member of School Allocation Committee of Hong Kong (2008-). He served as Council Member and Chairman of Research Committee of Hong Kong College of Family Physicians (1996-1998). He was awarded the Chief Executive Commendation for Community Services in 2004 Honours list of Hong Kong Government.
