After completing his medical education and training at the University of New South Wales, Australia, Dr. Leung returned to Hong Kong in 1985 to begin his more than 20-year long public service career in the field of public health and administrative medicine.
Dr. Leung took up his present position as Director (Quality & Safety) of the Hospital Authority in March 2007. The appointment of Dr. Leung to this position was seen as the Hospital Authority’s determination to enhance its efforts in ensuring quality and safety of patient care. Prior to this, he was the Controller of the Centre for Health Protection. Between 2000 and 2004, Dr. Leung had taken up two important positions in the Government, namely the Deputy Director of the Food and Environmental Hygiene and the Deputy Director of Health respectively. He had also actively participated in the management of avian influenza as well as combating the 2003 Severe Acute Respiratory Syndrome (SARS) epidemic.
Dr. Leung had been an official member of the Medical Council of Hong Kong and the Chairman of the Expert Working Group on Avian Influenza of the Hong Kong Government. Currently, he is a council member of the Hong Kong College of Community Medicine and is also an Honorary Professor of The Chinese University of Hong Kong.
