Dr. Lui graduated from the University of Manchester in 1977 and received his medical training in Medicine and Nephrology in United Kingdom. He worked in various teaching hospitals of Manchester and London and conducted research work in the field of Nephrology for 11 years before returning to Hong Kong in 1988.
In 1988, Dr. Lui joined The Chinese University of Hong Kong as Lecturer in Medicine, Faculty of Medicine. In 1992, he was appointed as Consultant Physician for Hospital Authority, Hong Kong. He was awarded Fellowship of Hong Kong Academy of Medicine, as well as Royal College of Physicians of Edinburgh, Glasglow and London.
Since 1988, Dr. Lui has served Hong Kong as an academic, teaching undergraduates and postgraduates for 4 years at CUHK, as well as a healthcare professional for 23 years. Dr. Lui and his renal team have made 127 publications in the field of Nephrology and was the author of 5 book chapters. Dr. Lui has contributed significantly in the development and provision of kidney service in Hong Kong. He was the Chairman of Hong Kong Society of Nephrology, Hong Kong Transplant Society and is currently the Chairman of Hong Kong Kidney Foundation.
Dr Lui was appointed as Service Director (Informatics Technology) for New Territories East Cluster in 2001, and as Service Director (Quality and Risk Management) in 2002. Dr. Lui was deeply involved with the management of SARS outbreak in 2003 and awarded Medal of Honor for his contribution to combat SARS in 2003.
In April 2007, Dr Lui was appointed Consultant (Quality and Risk Management) of the Hospital Authority and was the Chairman of HA Central Committee for Quality and Safety and Chairman of HA Central Committee for Patient Relations and Engagement. He has contributed significantly to the application of Information Technology in the development of clinical informatics systems and also on Quality and Safety practice for Hospital Authority. He has developed and implemented many risk reduction and quality programs for the Hospital Authority.
Dr. Lui awarded the HA Outstanding Team Award - PWH Dept of Medicine, Out-patient Team (Chief of Service) in 1999, NTEC Information Technology Team (leader) in 2003 and NTEC Risk Management Team (leader) in 2006, Asian Hospital Management Award for the Advance Incident Report System (leader) in 2005, and Ombudsman Award, HKSAR for patient relationship service in 2002.
Dr. Lui retired from Hospital Authority in February 2012. In May 2012, he rejoined the Chinese University of Hong Kong as Clinical Professional Consultant, The Jocky Club School of Public Health and Primary Care, Division of Health System, Policy and Management, with a role in teaching in Master course in Health Service Management and Public Health as well as undergraduate teaching and consultancy work in Health Management.
